What Water Hardness Should an OEM Toilet-Cleaner Brief Specify?

A practical framework for defining water-hardness inputs, local-source data and test conditions before a toilet-cleaner OEM project makes performance claims.

Water is often treated as a neutral background to a toilet-cleaner brief. It is not. The calcium and magnesium carried by the intended water source can matter to the way a formulation is evaluated, to the deposits a buyer wants to study and to the consistency of a cleaning test. But a reported hardness value is not a shortcut to a product claim. It is a controlled test input that needs a source, unit, method and reason for inclusion.

For an OEM buyer, the useful question is not “is the market hard water?” It is: which water conditions should represent the destination, which decisions will those conditions support, and how will the team keep them consistent from development through claim substantiation?

Start with a defined water description

USGS describes hardness primarily in terms of dissolved calcium and magnesium, commonly expressed as milligrams per litre as calcium carbonate. Health Canada likewise treats calcium and magnesium as the principal contributors and notes that several classification ranges are used in practice. That is why a brief should record the actual number and unit, not only the words “soft” or “hard.”

A concise water section can name the source type, collection location or prepared test-water identity, total hardness expressed as CaCO3, measurement date, method or provider report, sample storage conditions, temperature at use and any intentionally controlled variables. If calcium and magnesium are separately available, record them rather than silently assuming their ratio. Alkalinity, pH, dissolved solids, chlorine residual and temperature may also matter to the project, but they are not interchangeable with hardness.

The target should be tied to a decision. One project may need a local utility sample to assess a specific customer region. Another may need a defined laboratory water as a comparison point across pilot batches. A third may require several conditions because the product will be sold across materially different supplies. Calling every project “hard-water tested” without this context is too vague to guide either formulation work or a defensible claim.

Use local data carefully

National and regional maps can help a buyer identify questions, but they should not be treated as a property-level specification. USGS specifically cautions that broad-scale hardness data are not designed for local decisions; the local health agency or water utility is a better source for a particular location. The UK Drinking Water Inspectorate makes a similar point for England and Wales, recommending direct confirmation with the water company because local variation exists.

For an export programme, request the relevant utility report or collect a representative sample under a documented plan. Note the date and any known seasonal or source changes. A water report describes the supplied water at a point in time; it does not prove the conditions in every household cistern, nor does it prove a toilet cleaner’s performance. If the buyer’s target is a chain, institution or housing development, agree whether the test water represents its actual supply, a conservative development condition or both.

Choose measurement control before choosing a formula response

The measurement method should fit the purpose and laboratory capability. ASTM D1126 covers titration-based determination of hardness in clear water and reports a stated lower range in mg/L as CaCO3; it also says users must establish validity for matrices outside those tested. EPA Method 130.1 is an automated colorimetric approach with its own range, sample-handling rules and calibration standards. Neither reference automatically dictates the method for a toilet-cleaner project. They illustrate why the brief must identify the method, range, controls and acceptance of the result.

This is especially important when water is prepared in the laboratory. Write down the water identity, preparation record, measured hardness, any ageing or storage period and the confirmation test. Do not rely on an unlabeled “hard water” container or re-create a batch from memory. The project file should distinguish development water used for screening from water used in a formal performance protocol.

Keep formulation judgement separate from performance proof

Hardness can be relevant to detergent use and mineral deposition, but its effect depends on the selected chemistry, soil, surface, dose, temperature, mechanical action and time. A result on one test soil or material is not proof that an untested toilet cleaner will clean every bowl or operate in every cistern. The same boundary applies to packaging and product form. A private-mould paste tub requires its own formula-pack validation. Neither packaging route establishes a hardness-related result.

Keep acidic and sodium-hypochlorite projects in separate formula records, test plans and production controls. They must never be mixed. This is a segregation rule, not a blending instruction. A change to fragrance, surfactant system, builder, acid or alkaline route should trigger review of whether the selected test water and previous evidence remain applicable.

Turn the water condition into an OEM briefing decision

A practical approval record links the water condition to the decision it supports: formula screening, pilot comparison, cleaning performance, storage observation or customer-specific evaluation. It should retain the source or preparation record, method, units, collection or preparation date, test temperature, related formula and batch codes, soil and surface where relevant, controls, deviations and conclusion.

Before sampling, ask: Which market or installation is represented? Is the water local, standardized or intentionally worst-case for a defined reason? Which hardness value and unit will be controlled? Are calcium and magnesium data required separately? Which other water variables belong in scope? Which outcome is being measured, and which result would justify revising the formula or claim?
